Description

State requires a Commercial off-the-shelf (COTS) or Software as a Service (SaaS) Transportation Project Management System to replace the Project Schedule System and Project Status Reporting System.
Background
The State of North Dakota, through its Department of Transportation, is seeking proposals for a Commercial off-the-shelf (COTS) or Software as a Service (SaaS) Transportation Project Management System (TPMS). This system aims to replace the existing Project Schedule System and Project Status Reporting System to enhance operational efficiency and project visibility across various divisions within the department.

The initiative is part of a broader effort to modernize the state's transportation management capabilities.

Work Details
The selected vendor will develop and implement a comprehensive project development tool that will serve as a centralized platform for project status updates, task assignments, and inter-departmental collaboration. The solution must replace legacy systems including Project Scheduling (Milestone) and Project Status Reporting (PSR), as well as related systems such as Permit Tracking, Railroad Crossings Tracking, and Project Tracker.

The solution should interface with the Environmental Commitment Tracking System (ECTS) or potentially replace it entirely. It must accommodate both internal users (up to 300) and external users (minimum of 500), including consultants and Local Public Agencies. The system should allow for project identification information from Aurigo Masterworks to be integrated into scheduling templates based on project scope, scale, and complexity.

Period of Performance
The contract is expected to commence in February 2026 following contract execution in January 2026, with an initial term running until November 30, 2031. There are options for renewal for up to two additional twelve-month terms based on satisfactory performance.

Place of Performance
The services will be performed primarily in North Dakota, with potential remote access capabilities for external users.

Bidder Requirements
Offerors must comply with North Dakota Secretary of State registration requirements prior to contract award. They must also demonstrate experience and qualifications relevant to the scope of work outlined in the RFP. Additionally, vendors may need to provide proof of insurance coverage as specified in the contract terms.
