Technical Support Services for eWIC LegeNDS

Background
The North Dakota Department of Health and Human Services, specifically the Family Health and Wellness Section, is seeking to procure technical support services for the eWIC LegeNDS system. This system is integral to the management of the Special Supplemental Nutrition Program for Women, Infants, and Children (WIC) in North Dakota. The goal of this contract is to ensure effective operation and support of the WIC Program management information system and electronic benefit transfer (EBT) host system.

Work Details
The vendor will provide assistance and technical support on eWIC LegeNDS, WIC Direct, and Data Direct systems. Key responsibilities include:
- Reviewing contractor deliverables
- Testing the eWIC LegeNDS system
- Submitting tickets for issues
- Managing the help desk system
- Working on FDP files
- Troubleshooting eWIC LegeNDS issues
- Potentially attending Mountain Plains User Group (MPUG) meetings or EBT/Technology related meetings.
The vendor must have experience with federal WIC programs, WIC EBT systems, and familiarity with Mountain Plains State Consortium (MPSC) functionalities.

Period of Performance
The contract period is from January 1, 2026, through December 31, 2026, with two optional one-year extensions available at $21,600 per year. The total potential value of the contract with options is $64,800.

Place of Performance
The services will be performed in North Dakota, as the vendor will work closely with state WIC staff and local agency staff across the state.

Bidder Requirements
The intended source must demonstrate extensive knowledge of eWIC LegeNDS and related systems. Experience working with ND state WIC program staff and local agencies is required. The vendor should have a proven track record in supporting WIC EBT initiatives.
