Background
The State of North Dakota, through its Department of Transportation (NDDOT), is seeking proposals for the development of two transit plans aimed at improving public transportation services statewide.

Work Details

The scope includes conducting assessments, outreach, public participation, developing implementation strategies, conducting customer surveys, and producing final reports. Specific tasks include assessing current coordination and intercity bus services, identifying gaps in service, conducting outreach to stakeholders, developing measurable results based on FTA guidelines, and creating detailed implementation strategies. The contractor must adhere to federal regulations outlined in FTA Circulars 5310 and 5311.
Period of Performance
The contract is expected to commence on June 23, 2025, and continue for approximately six months until December 31, 2025.
There are provisions for two potential extensions of two months each if necessary.
Place of Performance
Work will be performed at approximately twenty-two transit subrecipient locations throughout rural cities and counties in North Dakota as listed in Attachment 4 – Transit Providers.
No workspace will be provided by the STATE.
Bidder Requirements
Offerors must demonstrate experience with similar projects by providing three letters of recommendation related to transit studies completed within the last five years. They must also comply with state registration requirements with the North Dakota Secretary of State prior to contract award. Additionally, contractors must not be listed as 'excluded' on sam.gov.
