Starlink Services

Background
The State of North Dakota, through its Information Technology Department, is issuing this Invitation for Bid (IFB) for Starlink Services. The goal of the contract is to provide reliable satellite internet services to support various state operations and enhance connectivity across North Dakota.

The contract aims to ensure that state agencies have access to high-speed internet services that can be utilized in various applications, including emergency services and remote work.

Work Details
The contractor will provide the following Starlink services:
1. Monthly Local Priority Service plans with options for 50GB, 500GB, 1TB, and 2TB data limits.
2. Starlink Enterprise Kit which includes a standard dish, power supply with mount, 50M cable, AC cable for power supply, and a 5M Ethernet cable.
3. Starlink Flat High Performance kit which includes a high-performance antenna, wedge mount kit, power supply and mount, Starlink cable (25M), Ethernet cable (5M), and AC cable (1.8M).
4. The service is offered on a month-to-month subscription basis with the flexibility to disconnect or pause at any time. The contractor must also provide a dedicated service provider and sales representative for support during the contract term.

Period of Performance
The contract period will commence on September 1, 2025, and will conclude on August 31, 2029.

Place of Performance
Services will be performed at various locations across North Dakota as specified by the state agencies utilizing the service.

Bidder Requirements
Bidders must comply with North Dakota Secretary of State registration requirements prior to contract award. Additionally, bidders are required to maintain all necessary licenses and permits throughout the duration of the contract.

Proof of insurance coverage must be provided before contract award. Bidders must also agree to defend and indemnify the State against claims arising from their performance under this contract.
