Background
The State of North Dakota, through its Information Technology Department, is seeking a qualified contractor to procure, build, and lease radio sites for the Statewide Interoperable Radio Network (SIRN).
This initiative aims to enhance reliable voice communications for public safety agencies across North Dakota.
Work Details
The contractor will be responsible for the following:
- **Tower Location**: Provide sixteen (16) confirmed tower site locations via GPS coordinates, with a preference for sites within 200 yards of maintained roadways. Up to ten (10) additional sites may also be provided.
- **Tower Requirements**:
- Appropriate waveguide support ladder.
- Loading for a potential combination of three antennas, TTA, and mounting hardware.
- Two (2) RFI CC807-11T1 antennas (one transmit and one receive).
- One (1) second receive antenna and line at the same level as the new receive antenna.
- One (1) TXRX 428 E Tower Top Amplifier (TTA).
- One (1) TX 7/8" coaxial transmit line plus connectors and jumpers; optional: any tower 300’ or higher can add one (1) TX 5/8” coaxial transmit line plus connectors and jumpers.
- Two (2) 7/8" coaxial receive lines plus connectors and jumpers.
- One (1) ½" coaxial test line plus connectors and jumpers.
- Common antenna change based on location requiring directionality.
- One (1) RFI DS8M14PDU-D.
- Three (3) DB5004 six-foot standoff mounts with stiff arms and antenna tip supports.
- Lightning rod extending at least five feet beyond the top of any state antenna.
- **Site Requirements**:
- Space for a 20’ x 12’ shelter (state responsibility), located in the northwest quadrant of the tower site, unencumbered by guy wires directly over the shelter location.
- Space for a propane tank (state responsibility).
- Secure fenced compound with available site power and fiber easement if required.
- **Process**: Sites must be located within a three to four-mile radius of provided coordinates, with final confirmation needed from the state regarding viability before proceeding with site development.
Period of Performance
The contract period will commence upon execution and is expected to complete all required sites by December 31, 2025, with potential delays approved based on environmental assessments.
Place of Performance
The geographic locations for performance will be determined based on the confirmed GPS coordinates provided by the state within North Dakota.
