Request for Bids Vending

Background
The State of North Dakota, through its Department of Corrections and Rehabilitation (DOCR), is seeking a contractor to provide full-service vending operations at its facilities located in Bismarck, Jamestown, and Mandan, ND. The goal of this contract is to offer a variety of beverages, snacks, and food items through vending machines. The current vending operations have generated approximately $65,000 in gross sales annually.

Work Details
The awarded contractor must provide full-service vending operations at the following locations: North Dakota State Penitentiary (NDSP), Missouri River Correctional Center (MRCC), James River Correctional Center (JRCC), and Youth Correctional Center/Heart River Correctional Center (YCC/HRCC). Responsibilities include managing all functions of the vending machines including regular stocking, maintenance, and repair; ensuring machines are operational 24/7; providing a variety of products including 17 pop machines, 8 snack machines, 2 food machines, and 1 sandwich machine; submitting an itemized price list for all items sold; conducting background checks for personnel accessing the facilities; and complying with insurance requirements as outlined in the agreement.

Period of Performance
The contract will commence on November 1, 2025, and will last for two years, with options to renew for two additional two-year periods.

Place of Performance
The services will be performed at the following locations in North Dakota: North Dakota State Penitentiary (3100 Railroad Avenue, Bismarck), Missouri River Correctional Center (1800 48th Avenue SW, Bismarck), James River Correctional Center (2521 Circle Drive, Jamestown), and Youth Correctional Center (701 16th Avenue SW, Mandan).

Bidder Requirements
Bidders must be regularly established businesses registered with the North Dakota Secretary of State. They must comply with specific insurance requirements including commercial general liability coverage with minimum limits of $2 million per occurrence. Background checks are required for all contractor personnel who will access the facilities. Additionally, bidders must agree to indemnification requirements as specified in the contract.
