Recovery Center - Mental Health

Background
The State of North Dakota, through its Department of Health and Human Services, is issuing this Request for Proposal (RFP) to procure an entity to establish and operate a Recovery Center. This center will serve individuals with serious mental illness in the Northeast Human Service Center region, specifically in Grand Forks, North Dakota. The initiative aims to provide a supportive environment that fosters recovery and enhances the quality of life for individuals facing mental health challenges.

Work Details
The successful offeror will be responsible for the operation of a Recovery Center that includes:
- Providing peer support services in a recovery-oriented environment.
- Implementing programming that fosters recovery skills, improves daily living and social interaction skills, develops support networks, and engages in recreational activities.
- Operating as a Drop-In Center with a minimum of 40 hours per week availability.
- Conducting at least one formal peer support group and one recovery education class weekly.
- Documenting attendance and summaries for all activities.
- Developing a monthly calendar of events and ensuring compliance with eligibility guidelines for members (self-identifying individuals aged 18 or older with mental illness).
- Maintaining documentation regarding member participation and organizational structure.
- Submitting quarterly compliance reports and an annual report to the state detailing progress and activities.

Period of Performance
The contract will commence on July 1, 2025, and will run through June 30, 2027, with potential extensions based on mutual agreement.

Place of Performance
The Recovery Center will be located in Grand Forks, North Dakota.

Bidder Requirements
Offerors must have all necessary licenses and permits required by federal, state, and local laws at the time proposals are due. They must also comply with North Dakota Secretary of State registration requirements if applicable. The successful offeror is expected to employ qualified staff including a full-time Recovery Center Director and a Recovery Center Coordinator certified as a peer support specialist.
