Description

Design and deliver professional learning to educators in North Dakota Comprehensive Literacy Improvement through Measured Building Systems (ND CLIMBS) grantee schools.
Background
The North Dakota Department of Public Instruction (NDDPI) is seeking a contractor to design and deliver professional learning for educators in North Dakota Comprehensive Literacy Improvement through Measured Building Systems (ND CLIMBS) grantee schools. The initiative aims to enhance literacy skills among students, particularly focusing on disadvantaged groups, including those living in poverty, English learners, and children with disabilities. This project is part of the Comprehensive Literacy State Development (CLSD) program, which awards grants to improve literacy through evidence-based practices.

Work Details
The contractor will be responsible for: ongoing collaboration with NDDPI staff; designing and delivering virtual and asynchronous learning opportunities; establishing a structure for networking participants; subcontracting with ND REAs or LEAs for support; developing a teacher confidence survey aligned with state standards; utilizing data sets to identify professional learning topics; implementing goal-setting structures at the site level; analyzing building sites for coaching capacity; organizing collaborative events; tracking participant engagement; offering educational credits; determining indicators for high-quality literacy instruction knowledge; and customizing content for participants.

Deliverables include regular planning meetings, training facilitators, publishing asynchronous content on the ND Educator’s Hub Canvas platform, facilitating events, and providing quarterly and annual progress reports.

Period of Performance
The contract is expected to start on May 9, 2025, with a development and orientation phase running until June 30, 2026. Full implementation will occur over three years from June 30, 2027, through June 30, 2029.

Place of Performance
The work will primarily take place in North Dakota across various school sites participating in the ND CLIMBS initiative.
