The State of North Dakota, through the Office of Attorney General – IT/CJIS Division, is seeking to replace its current Jail Management System (JMS), PremierOne (P1) Jail, which is no longer being sold or supported by Motorola Solutions.
The goal is to implement the Flex Jail Management System (JMS) to enhance the efficiency of information sharing and analysis within the criminal justice system. Work Details
The contract involves the purchase of the Flex Jail Management System (JMS) from Motorola Solutions for a duration of 5 years. Key specifications include:
- Two-way interface with PremierOne Law Enforcement Records Management system (P1 LERMS)
- LiveScan interface
- Data conversion
- Active Directory integration
- Reporting capability
- Victim notification interface
- Wireless scanning devices for cell checks, including: 5 or more wireless scanning devices, batteries, charging docks, cords, protective rubber boots, hand straps, and a 3-year service contract for wireless scanners.
The system must also provide functionalities such as offender tracking, disciplinary actions, incident reporting, jail activity logs, document uploads, visitation tracking, offender scheduling for court events, property logs, offense tracking, release date calculations, inmate flags, risk factor alerting for medical conditions and security classifications, and a release checklist.
Period of Performance
The contract will be performed over a period of 5 years starting from the date of award until July 31, 2027.

The services will be performed in North Dakota across various jails that currently utilize the P1 JMS system.
