Instructional Design and eLearning Development

Background
The State of North Dakota, through its Department of Health and Human Services, Early Childhood Section, is seeking proposals for an e-learning instructional designer. The goal is to develop six new interactive e-learning courses and redesign two existing courses using Articulate 360.

The courses will be available in English, Universal Spanish, and Somali, with voiceovers in each language. This initiative aims to enhance the training provided to child care providers in North Dakota, ensuring compliance with federal requirements and improving the quality of early childhood education.

Work Details
The contract includes the development of eight e-learning courses: six new courses and two revisions. Each course must be developed in English, Universal Spanish, and Somali languages.

The specific courses include:
1. North Dakota Child Care Provider Orientation (1.5 hours)
2. North Dakota Child Care Regulations (2 hours)
3. North Dakota Child Care Licensing Visits and Corrective Action (1.5 hours)
4. Adult Learning Principles (2 hours)
5. North Dakota Early Learning Standards (3 hours)
6. Safe Sleep revision (1 hour)
7. Safe Sleep second version (1 hour)
8. Getting Started revision (15 hours).

Each course must meet technical requirements including ADA compliance, SCORM compatibility, and alignment with state training approval criteria. The successful offeror will also provide monthly progress reports via Microsoft Teams and ensure consistency in design across all courses.

Period of Performance
The contract is set to commence on October 7, 2024, and will run through January 31, 2026, with potential for a one-year extension upon mutual agreement.

Place of Performance
The work will be performed remotely by the successful offeror; no workspace will be provided by the STATE.
