Background
The Standing Rock Housing Authority (SRHA) is the Tribally Designated Housing Entity of the Standing Rock Sioux Tribe, responsible for administering the U.S. Department of Housing and Urban Development (HUD) Indian Housing Block Grant (IHBG) for low-income housing under the Native American Housing Assistance and Self-Determination Act of 1996 (NAHASDA).
The SRHA seeks to enter into a contract for Information Technology Services on the Standing Rock Reservation.
Work Details
The successful contractor will provide technical assistance and system administration to the SRHA. Responsibilities include:
1. General professional services during normal business hours (Monday-Friday, 8:00 a.m. to 5:00 p.m.) with a guaranteed 4-hour response time for emergencies, 24/7.
2. Evaluate the IT system and recommend hardware/software upgrades.
3. Server management including Active Directory creation, role-based user segregation, group policy management, server security management, network security monitoring, data logging, redundancy techniques, threat protection, ransomware insurance, data encryption, event log management, and reporting.
4. Provide email support and monitoring.
5. Monitor network security and perform system housekeeping.
6. Document information system processes and procedures.
7. Provide telephone assistance for operational problems.
8. Coordinate hardware/software purchases and assist with budget preparation for IT functions.
9. Data backup services and setting fees for out-of-scope services.
Period of Performance
The contract will commence upon award and will continue as needed based on the requirements outlined in the proposal.
Place of Performance
Services will be performed at the Standing Rock Reservation located in Fort Yates, ND.
Bidder Requirements
Bidders must demonstrate specialized financial management and technical competence in modern technology; provide evidence of capacity and capability to perform services; submit past performance records on similar projects; describe their technical approach; provide evidence of Native American ownership or interest; and submit a project cost proposal.
