Financial Accounting and Data Repository and Analysis Information Systems

Background
The state of North Dakota, through its Retirement and Investment Office (RIO), is soliciting proposals for a Financial Accounting System and a Data Repository and Analysis System.

RIO's mission is to provide prudent and transparent investment services for client funds, supporting North Dakota public school educators with responsible benefit administration. This RFP aims to replace the current financial accounting software, Microsoft Dynamics GP, which will no longer be supported after 2029, and to enhance data management capabilities for investment management.

Work Details
The contract includes two main categories:

Category A - Financial Accounting System
Category B - Data Repository and Analysis System.

Category A requires a cloud-based SaaS system that manages financial data related to internal administrative finances and investment transactions. Key functionalities include:
- Flexible Chart of Accounts setup
- General Ledger functionality
- Accounts Payable (AP) and Accounts Receivable (AR)
- Standard Financial Reporting
- Integration with external systems such as PeopleSoft for accounts payable activities.

Category B focuses on a data repository that supports data management, analysis, reporting, and visualization. It should include:
- Database management capabilities
- Document storage and access
- Data calculations and analysis tools
- Workflow automation features.

Both categories require integration with existing systems like Neospin (for pension administration) and Northern Trust (custodian services).

Period of Performance
The contract period will commence upon execution, with specific timelines for implementation phases outlined in the RFP schedule. The anticipated start date is contingent upon legislative appropriation approval expected between April to July 2027.

Place of Performance
The services will be performed in North Dakota, specifically at the North Dakota Retirement and Investment Office located in Bismarck.

Bidder Requirements
Offerors must be registered as suppliers in NDBuys prior to submitting proposals. They must comply with North Dakota Secretary of State registration requirements if applicable. There are no specific set-aside certifications mentioned; however, compliance with state laws regarding procurement processes is required.
