Ethernet Transport Services for Endpoints

Background
The North Dakota Information Technology Department is seeking proposals for Ethernet transport services for endpoints as part of its mission to provide network access to government, K-12, higher education, and political subdivisions through the North Dakota Statewide Technology Access for Government and Education network (STAGEnet).
This initiative aims to enhance connectivity and support the growing demand for bandwidth across various state entities.

Work Details
The contractor will provide Ethernet transport services that connect non-dark fiber metro endpoints utilizing dedicated Ethernet VLAN circuits.
The endpoints will be terminated into one of four regional core nodes, with the option to terminate a secondary diverse backup connection to a second Point of Presence (POP) location.
The current service offerings include circuits ranging from 50 Megabit to 10 Gigabit, with an expected growth rate of approximately 35% per year.
Offerors must propose a solution that meets these requirements and respond fully to the specifications outlined in Attachment 1 - Scope of Work.

Period of Performance
The contract term is expected to begin on July 1, 2027, and end on June 30, 2029, with options for renewal or extension based on satisfactory performance.

Place of Performance
Services will be performed at various locations across North Dakota, specifically at designated Points of Presence (POPs) including Bismarck, Fargo, Grand Forks, and Minot.

Bidder Requirements
Offerors must comply with North Dakota Secretary of State registration requirements prior to contract signing.
Additionally, contractors must maintain appropriate insurance coverage as specified in the RFP and may be required to undergo a criminal history record check for personnel assigned to the project.
