The State of North Dakota, through Workforce Safety & Insurance (WSI), is seeking proposals for established electronic data interchange (EDI) clearinghouse vendor(s) to facilitate medical billing, documentation, and payment transactions for workers' compensation claims. WSI has implemented an EDI system since 2016 and aims to expand its capabilities by partnering with multiple vendors experienced in EDI solutions for workers' compensation.
Work Details
The selected vendor(s) will provide an EDI clearinghouse service that includes:
1. **Phase 1 - Definition, Transition, and Implementation**: Identify implementation risks, define a roadmap with tasks and timelines, and design a turnkey solution for WC EDI within 90 days of contract execution.
2. **Phase 2 - Maintenance**: Maintain the EDI solution for two years while keeping current with IAIABC standards, including options for two additional two-year renewals.
3. **Deliverables**:
- An EDI system compliant with IAIABC standards supporting transaction sets like 277CA, 275, 835, 837, and 999.
- Capability to transmit medical documentation in PDF or TIFF format at a resolution of at least 300 DPI.
- A compliance checking process.
- A system architecture description that meets ND State Technical Architecture and Security Policies.
- A testing environment for new transactions.
- A helpdesk for technical assistance.
- Training for WSI staff and trading partners as needed.
Period of Performance
The contract will commence on August 1, 2025, and will last for two years with options for three one-year renewals.
Place of Performance
Services will be performed remotely; no on-site work is required.
