Background
Bismarck State College (BSC), North Dakota’s only polytechnic institution, is seeking proposals from higher education consulting firms specializing in Digital Media Management and Advertising Services. The goal of this contract is to support enrollment growth and financial stability through strategic marketing efforts.

BSC offers over 100 technical and transfer programs, serving approximately 4,000 traditional students and 22,000 community members. The college aims to enhance its digital outreach efforts to improve engagement with prospective students.

Work Details
The contractor will provide the following services:

1) Enrollment Marketing: Develop digital marketing strategies, establish quantifiable enrollment goals, support BSC’s marketing plan, and implement analytics for campaigns.

2) Media Planning, Buying, Tracking and Reporting: Create a strategic media plan for digital marketing, negotiate media buys across various platforms (including digital and traditional), monitor placements, conduct post-buy analyses, and produce expenditure reports.

The contractor must also prepare a Project Plan upon receiving a Notice to Proceed (NTP), outlining the project scope with timelines and deliverables.

Period of Performance
The contract will commence on July 1, 2025, and will run for an initial period of twelve months until June 30, 2026. There is an option to renew annually for up to nine additional one-year terms.

Place of Performance
The work will be performed remotely; no on-site work is required.

Bidder Requirements
Offerors must have at least five years of agency experience in higher education marketing and media planning/buying. They must demonstrate access to relevant market data and have proven success in driving enrollment growth through digital campaigns.

Offerors must also possess any necessary licenses required by federal or state laws for performance of this contract.
