Covert Video Surveillance System

Background
The North Dakota Bureau of Criminal Investigation (BCI), part of the Office of Attorney General, is seeking proposals for a covert video surveillance system to enhance its investigative capabilities. The BCI's mission is to serve and protect citizens while supporting local law enforcement with specialized services. This procurement aims to address the increasing need for advanced surveillance technologies in response to evolving criminal activities, ensuring public safety across various environments.

Work Details
The contract requires the provision of 8 complete modular video surveillance units, each including:

1) A Pan-Tilt-Zoom (PTZ) camera with wireless capabilities;
2) Three enclosures: a small covert enclosure for utility poles, a vehicle-based enclosure (e.g., dog kennel), and a portable enclosure powered by a standalone battery;
3) A portable power unit;
4) Fully configured IP scheming for modems and cameras;
5) A comprehensive video management system (VMS).

The systems must be designed for rapid deployment by law enforcement personnel with minimal training and must operate reliably in extreme temperatures and varying weather conditions.

Period of Performance
The contract is expected to commence approximately on February 20, 2026, following the proposal evaluation process which will conclude around January 14, 2026.

Place of Performance
The performance will take place within the state of North Dakota, specifically supporting law enforcement operations across urban, suburban, and rural settings.

Bidder Requirements
Offerors must comply with the Buy American Act as outlined in Executive Order 14005. They are required to have experience providing similar solutions to government entities within the last two years and must demonstrate that their proposed solution has been successfully implemented for at least three customers. Additionally, offerors must provide evidence of their capability to meet all technical requirements specified in the RFP.
