Comissioning Services - Richard Offerdahl Engineering Complex

Background
North Dakota State University (NDSU) is seeking proposals from qualified firms to provide Building Commissioning Services for the Richard Offerdahl Engineering Complex, a facility approximately 110,000 square feet in size with a construction budget of around $84 million.

The project is currently in the Award Phase, and the Commissioning Agent (CxA) will be hired directly by NDSU to ensure that all HVAC and other identified systems are complete and functioning properly upon occupancy, in accordance with design intent and applicable North Dakota statutes.

Work Details
The scope of work includes:
- Systematic verification and documentation of specified components and systems installation and startup.
- Functional testing to verify proper operation through all modes and conditions.
- Coordination of commissioning activities, including pre-construction meetings, development of a Commissioning Plan and Schedule.
- Review contractor submittals for compliance with commissioning needs, focusing on HVAC systems and associated automation/controls.
- Conducting no less than 12 site visits during construction to observe progress and document deficiencies.
- Development of functional tests for major equipment startup verification.
- Seasonal HVAC system functional testing across all four seasons.
- Preparation of a final commissioning report detailing equipment performance, compliance issues, recommendations for improvements, and documentation of all testing results.

Period of Performance
The contract will commence upon execution and is expected to cover the duration of the construction phase through to the warranty period, which includes ongoing commissioning services during the first year after substantial completion.

Place of Performance
The contract will be performed at North Dakota State University, specifically at the Richard Offerdahl Engineering Complex located in Fargo, North Dakota.
