Background
The North Dakota University System (NDUS), governed by the North Dakota State Board of Higher Education, is seeking proposals for comprehensive background check services to support its institutions. The NDUS aims to ensure safe and compliant hiring processes across its 11 institutions, which include Bismarck State College, North Dakota State University, and the University of North Dakota. The current contract with Sterling/First Advantage expires in January 2026, prompting this solicitation to evaluate new vendors for improved service delivery and compliance with state and federal regulations.

Work Details
The selected vendor will provide a range of background check services including:

- Social Security Number Trace: Identify unlimited aliases and past addresses for a minimum of 7 years.

- County Criminal Record Search: Conduct searches in all counties of residence identified from the SSN trace over the past 7 years without limitation on the number of counties searched.

- Federal Criminal Records Search: Include searches of federal district court records in all applicable jurisdictions.

- National Criminal Database Search: Cross-reference names and aliases in national criminal databases.

- Sex Offender Registry Search: Nationwide check of sex offender databases.

- Terrorist Watch List / OFAC / Global Watch Lists: Screening against U.S. and international government watch lists.

Additionally, offerors should provide information on any add-on services such as credit history checks or education verification checks. Pricing for all services must be detailed in the Cost Proposal.

Period of Performance
The contract is expected to commence upon execution around October 26, 2025, following a transition period of approximately three months to ensure integration with institutional systems.

Place of Performance
Services will be performed across various locations within the North Dakota University System, specifically at its member institutions throughout the state.

Bidder Requirements
Offerors must have at least seven years of experience providing background screening services. They are required to submit proof of insurance covering general liability and professional liability as per NDCC 32-12.2. Compliance with federal laws such as FCRA and EEOC guidelines is mandatory. Additionally, vendors must be registered with the North Dakota Secretary of State before contract award.
