Architectural Services for Visitor Experience Enhancements at the State Capitol

Background
The Office of Management and Budget (OMB), Facility Management Division, is seeking Statements of Qualifications for architectural services aimed at enhancing the visitor experience at the State Capitol in Bismarck, ND. The goal is to improve both interior and exterior areas while respecting the building's historical integrity.

Work Details
The project will encompass multiple site-specific enhancements across the Capitol Campus, including:

1. Updating interior finishes and furnishings on the 18th floor of the capitol tower, which serves as a tourist destination.

2. Enhancing wayfinding throughout public areas to better guide vehicular and pedestrian traffic.

3. Improving the arboretum trail with tree and plaque replacements and developing a tree management plan for the grounds.

4. Updating furnishings in public areas across the ground floor of the legislative wing, capitol tower, and judicial wing, including recommendations for seasonal decorations and public seating options.

5. Creating an exterior lighting plan along walking paths and mall areas to enhance security and visual appeal.

All projects must be completed by June 15th, 2027, with a total funding of $2,900,000 allocated for design fees, project management fees, construction materials/labor, and other associated expenses.

Period of Performance
The contract will be performed from October 1, 2025, with all approved projects to be completed no later than June 15th, 2027.

Place of Performance
The work will be performed at the State Capitol located in Bismarck, North Dakota.

Bidder Requirements
All firms must be registered with the Secretary of State to do business in North Dakota before entering into a contract. Preference may be given to firms headquartered in North Dakota.
