Website Redesign and Redevelopment

Background
The City of Greensboro is seeking proposals from qualified contractors with experience in municipal website redevelopment, user-centered design, accessibility, and content management systems. The goal of this RFP is to select a contractor to partner with the City to create a modern, accessible, secure, and user-friendly public-facing website that enhances public access to information and services while aligning with the City's digital strategy and brand standards.

Work Details
The selected contractor will provide professional services for the redesign and redevelopment of the City’s website. Key tasks include:

- Stakeholder engagement to understand user needs;
- Development of a responsive, mobile-first design;
- Implementation of a secure content management system (CMS);
- Ensuring compliance with WCAG 2.1 AA accessibility standards;
- Supporting content migration from the existing site;
- Integrating with City systems;
- Providing training and documentation for City staff;
- Conducting comprehensive testing;
- Delivering post-launch support.

The project aims to enhance usability, performance, and content management while ensuring alignment with City branding and security standards.

Period of Performance
The anticipated contract term is eighteen (18) months, beginning approximately on May 1, 2026, and ending on October 31, 2027.

Place of Performance
The contract will be performed in Greensboro, North Carolina.

Bidder Requirements
Contractors must be actively registered with the NC Secretary of State and provide all required insurance certificates meeting the City's minimum requirements. They must demonstrate at least three years of experience providing CMS services for municipalities or public-sector entities. Additionally, contractors must complete M/WBE forms as part of their submission.
