Unarmed Uniformed Security Services and Compliance with Physical Security Policies

Background
The North Carolina Department of Transportation (NCDOT) is seeking to award an Agency Specific Term Contract (ASTC) for Unarmed Uniformed Security Services. The goal of this contract is to ensure compliance with NCDOT's Physical Security policies and procedures while providing security services across various locations, including monitoring over 300 buildings.

The NCDOT aims to maintain a secure environment for its operations, which includes access control, surveillance monitoring, and response to security incidents.

Work Details
The Vendor will provide unarmed uniformed security personnel, including Security Officers, SOC Operators, and Sergeants. Responsibilities include:
- Monitoring access control features and surveillance systems.
- Responding to duress alarms and burglar alarms.
- Ensuring compliance with NCDOT's physical security policies and training programs.

Staffing requirements include a minimum hourly wage for various positions:
- Security Officer ($18.00)
- SOC Operator I ($20.00)
- SOC Operator II ($21.00)
- Sergeant ($21.50)
- Uniformed Sworn Police Officers ($23.00).

The Vendor must ensure that all personnel undergo criminal background checks as per state regulations.

Period of Performance
The initial contract term is three years starting from the effective date or March 1st, 2026, whichever is later. The contract may be extended with the Vendor's concurrence.

Place of Performance
Services will be performed at various NCDOT locations across North Carolina, including the Rocky Mount DMV Headquarters, Century Center Complex, Transportation Building, and Greenfield Parkway Office in Garner.

Bidder Requirements
Vendors must be registered in good standing with the North Carolina Electronic Vendor Portal (eVP). They are required to comply with all state regulations regarding background checks for employees and subcontractors. Vendors must also demonstrate experience with similar clients and provide details about their organizational structure and key personnel assigned to the project.
