Description

The purpose of this request for quote is to solicit responses from vendors who can provide a turnkey micromobility service that includes e-bikes and/or e-scooters for use on and around the university's main campus. This initiative supports UNCW's transportation goals to offer sustainable, low-cost, and accessible mobility options for students, faculty, and staff within the specifications listed in Section 5.0 of this Request for Quote.
Background
The University of North Carolina at Wilmington (UNCW) is seeking vendors to provide a turnkey micromobility service that includes e-bikes and/or e-scooters for use on and around its main campus. This initiative aligns with UNCW's transportation goals to offer sustainable, low-cost, and accessible mobility options for students, faculty, and staff.

Work Details
The vendor will be responsible for providing and maintaining a fleet of at least 100 vehicles, consisting of at least 90% GPS-enabled electric scooters and e-bikes. The services include:

1. Launching the full fleet by January 5, 2025.
2. Managing operations including routine maintenance, device rebalancing, user compliance education, and providing a user mobile application.
3. Ensuring devices have locking mechanisms, are designed for safety and comfort, include ADA-compliant options if available, and can alert operators if damaged.
4. Providing access to a real-time dashboard for UNCW that includes metrics such as active units, rides per unit, GPS heatmaps of usage, emissions savings, etc.
5. Implementing geofencing to confine the fleet within campus boundaries with designated no-ride zones.
6. Providing customer support via chat, email, and phone with local staffing including an operations manager and maintenance technician.
7. Establishing a clear pricing structure including unlock fees and various pass options for users.

Period of Performance
The initial contract term is one year from the date of award with two optional one-year renewals.

Place of Performance
The services will be performed on the main campus of the University of North Carolina at Wilmington.

Bidder Requirements
Vendors must be registered in good standing as North Carolina vendors. They are required to comply with all applicable laws regarding fair employment practices and must certify their financial stability through specific attachments provided in the solicitation.
