Traffic Signal Design-Build Services

Background
Pender County is constructing a new Health and Human Services Building (HSS) on the east side of Progress Drive in Burgaw, NC, with completion anticipated in April 2026. The project requires a new traffic control signal at the intersection of South Walker Street and US-117 South, as identified during the permitting process. Pender County seeks Statements of Qualifications (SOQ) from qualified firms to provide traffic control signal Design-Build services that meet North Carolina Department of Transportation (NCDOT) specifications.

Work Details
The contract includes providing Traffic Control Signal Design-Build Services that comply with NCDOT standards. Firms must demonstrate their ability to meet or exceed these standards and will be required to engage in value engineering. Additionally, they will provide construction administration, project reports, presentations, and project close-out services. The selected firm will work closely with Pender County leadership, staff, engineers, inspectors, and contractors throughout the project lifecycle.

Period of Performance
Construction is expected to begin in early 2026 with completion set for May 2026. The project is anticipated to be bid in November 2025.

Place of Performance
The work will be performed at the intersection of South Walker Street and US-117 South in Burgaw, North Carolina.

Bidder Requirements
Firms must demonstrate a high level of competence in traffic signal design and construction. They should include firm information such as size, history, office locations, years in business under current name, relevant experience with similar projects, employee qualifications, proposed billing rates for assigned staff, and references. Additionally, firms must comply with all applicable licensing regulations and provide proof of insurance coverage.
