Tennis Court Expansion and Park Improvements at Echo Farms Park

Background
New Hanover County is proposing to enhance Echo Farms Park by constructing additional recreational facilities. The mission of this project is to improve community access to tennis and outdoor activities, thereby promoting health and wellness among residents. The goal is to expand the existing tennis facilities and improve park infrastructure.

Work Details
The project includes the construction of 5 additional clay tennis courts that will match the dimensions of the existing courts at Echo Farms Park, located at 4112 Echo Farms Boulevard, Wilmington, NC. Additionally, the scope of work involves:

1) Removal and replacement of an existing 8-foot wide asphalt multi-use path;

2) Extension of a cart path connection to an adjacent parcel;

3) Construction of a proposed wet detention pond in accordance with the provided Construction Documents.

Period of Performance
The contract will be performed from the date of award until project completion, which is anticipated to be within a specified timeframe following the bid opening on May 21, 2025.

Place of Performance
The work will be performed at Echo Farms Park, located at 4112 Echo Farms Boulevard, Wilmington, NC.

Bidder Requirements
Bidders must be properly licensed under Chapter 87 of the North Carolina General Statutes and must pre-qualify according to New Hanover County’s Pre-qualification Ordinance. A Bid Bond equal to 5% of the bid price is required from all bidders. The successful bidder will also need to provide Performance and Payment bonds equal to 100% of the contract price. Bidders are encouraged to subcontract at least 10% of the contract value to businesses owned and controlled by minorities.
