Technical Staffing Services for IT Application Development and Support

Background
The Wake County Public School System (WCPSS) Technology Services Division (TSD) is issuing this Request for Proposal (RFP) to establish an ongoing framework for acquiring high-quality contracted technical resources. WCPSS supports over 200 sites for approximately 160,000 students and 20,000 staff. The aim is to pre-qualify vendors to support various technology initiatives, including application development and comprehensive application support. The final number of awards will be based on scoring distribution and demonstrated market competitiveness.

Work Details
Vendors will provide professional IT services and supplemental staffing on an as-needed basis across three core competency areas:

1. Application Specific Services (e.g., Azure, Office365, AWS, Oracle)
2. General IT Services (e.g., Project Manager, Applications/Web Developer)
3. Project Specific Services (e.g., Oracle DBA Services).

The services include onboarding and payroll administration for staffing, criteria-based resource selection, candidate validation, quality assurance & performance standards, and adherence to work location requirements. Vendors must provide detailed job descriptions upon request and ensure compliance with WCPSS security requirements.

Period of Performance
The contract will have an initial duration of twelve months, renewable for up to three additional one-year terms based on vendor performance.

Place of Performance
Services will be performed either on-site at WCPSS facilities or remotely as determined by WCPSS.

Bidder Requirements
Vendors must not be debarred from doing business with Wake County or the federal government. They are required to submit a copy of IRS Form W-9 along with the WCPSS Vendor Information Form. Additionally, vendors must be registered with the North Carolina Electronic Vendor Portal (eVP) prior to submitting a bid.
