Stream debris removal activities, which include the cutting and removal of both woody and non-woody debris from the targeted stream channels that obstruct or may obstruct water flow. Woody debris may consist of downed trees, broken treetops and limbs, and floating debris. Non-woody debris refers to any material or objects that impede or have the potential to impede water flow. Background
Washington County is seeking proposals from experienced and qualified contractors for the Stream Debris Removal Project under the Streamflow Rehabilitation Assistance Program (StRAP).
The goal of this project is to enhance water flow by removing both woody and non-woody debris from targeted stream channels, which may obstruct or impede water flow.
This project aligns with Washington County's mission to maintain and improve local waterways.

Work Details
The contractor will perform stream debris removal activities, including:
- Cutting and removal of woody debris such as downed trees, broken treetops, limbs, and floating debris.
- Removal of non-woody debris that may obstruct water flow.
- Proper disposal of non-woody debris offsite as per instructions provided by Washington County.
- Placement of removed woody debris on adjacent land at least thirty feet from the stream bank, securely cabled to prevent re-entry into the waterway.
- Compliance with guidelines specified in Appendix B: Best Management Practices (BMPs) for Selective Clearing and Snagging.
- Securing necessary permits prior to commencement of work.
The project will be executed in three groups covering various sections of streams including Horton Canal, Scuppernong River, Old Mill Creek, among others.

Period of Performance
The target start date for the project is January 6, 2025, with a required completion date for all stream segments by December 20, 2026.

Place of Performance
The work will be performed in various locations within Washington County, North Carolina, specifically targeting stream channels such as Horton Canal Section 4 & 5, Scuppernong River Section 2, Old Mill Creek Section 1, and others.
