Storm Drainage Video Inspection and Pipe Cleaning

Background
The City of Charlotte, North Carolina, is seeking proposals for Storm Drainage Video Inspection and Pipe Cleaning services. The objective of this Request for Proposals (RFP # 269-2026-225) is to identify a qualified contractor to perform comprehensive inspections of the city’s pipeline system using CCTV technology in accordance with NASSCO PACP standards. This initiative aims to ensure the integrity and functionality of the storm drainage infrastructure, which is critical for public safety and environmental protection.

Work Details
The contractor will provide CCTV inspection services that include:

1. High-quality color video inspections performed by PACP-certified professionals using NASSCO-certified software.
2. Defect coding and condition grading of all inspected assets according to PACP standards.
3. Deliverables will include digital video files, PACP-compliant databases, inspection reports, and defect photographs.
4. All inspection data must be compatible with the City’s asset management and pipe video systems.
5. Inspections must cover the full length of assigned pipes from structure to structure, including detailed views of connections and defects.
6. Each video inspection must include an overlay display with essential details such as owner name, project name, contractor name, street name, date/time of inspection, structure start/end numbers, pipe material, size, direction of flow, weather conditions, and flow level.

Period of Performance
The contract period will commence upon award and is expected to last until all required inspections are completed satisfactorily as per the project schedule outlined in the RFP.

Place of Performance
The services will be performed within the geographic boundaries of Charlotte, North Carolina.

Bidder Requirements
Bidders must be PACP certified and demonstrate experience in performing municipal sewer CCTV inspections. They must possess appropriate CCTV inspection equipment that meets specified requirements in the RFP. Additionally, bidders are encouraged to include MWSBE participation efforts as part of their proposal.
