Statewide Term Contract for Natural Gas Supply Services (Interruptible and Firm)

Background
The State of North Carolina, through the Department of Administration (DOA) Division of Purchase & Contract (P&C), is seeking to establish a Statewide Term Contract for natural gas supply services (both interruptible and firm). This contract aims to meet the natural gas requirements of State Departments, Agencies, and Higher Education Institutions on an 'as needed' basis.

The current contract with Texican Natural Gas Company, LLC is set to expire on December 31, 2024, necessitating this new solicitation. The contract will focus on securing natural gas from four regulated service territories in North Carolina: Piedmont Natural Gas, PSNC Energy (Dominion), Frontier Energy, and Toccoa. Additionally, it will support sustainability initiatives as outlined in Governor Cooper’s Executive Order 80 regarding climate change.

Work Details
The selected vendor(s) will provide natural gas supply services that include:
- Provision of both interruptible and firm natural gas as required by state entities.
- Advisory services on market conditions to help agencies make cost-effective purchasing decisions.
- Assistance in establishing transport relationships with local distribution companies (LDCs).
- Allowing agencies to purchase six (6) to twelve (12) month strips of natural gas prior to the expiration date of the contract with delivery completed up to one year after purchase.
- Compliance with sustainability features per industry standards as part of the service delivery.

Period of Performance
The initial term of the contract will be three years from the date of final execution, with options for two additional two-year renewals at the State's discretion.

Place of Performance
The services will be performed across North Carolina within the four designated natural gas service territories regulated by the North Carolina Utilities Commission.
