The Department of Administration, State Surplus Property is seeking to contract with multiple Vendors to pick-up and remove scrap metal, ferrous and non-ferrous, on request from multiple locations of state agencies and other eligible entities in one (1) or more of fourteen (14) geographic regions within the State, which correspond to the fourteen (14) Department of Transportation (DOT) regional divisions. Each region shall be bid on separately, and vendors may submit bids for any number of regions. The successful Vendor(s) for each region is required to pick up scrap metal from any participating location within that region and pay the State for the materials collected. Use of this contract is mandatory by State executive departments and most other State agencies, and participation is voluntary by other eligible entities. The contract will be administered by the Department of Administration, Division of Surplus (the Surplus Property Agency ).The intent of this solicitation is to award an Agency Specific Term Contract.
Background
The Department of Administration, State Surplus Property is seeking to contract with multiple Vendors to pick up and remove scrap metal, both ferrous and non-ferrous, on request from various locations of state agencies and other eligible entities across fourteen geographic regions in North Carolina. Each region corresponds to the Department of Transportation's regional divisions. The contract aims to ensure that state executive departments and most other state agencies utilize this service. Participation from other eligible entities remains voluntary. The contract will be administered by the Division of Surplus Property.

Work Details
Vendors are required to provide scrap metal collection services, which include:

1. Picking up scrap metal from any participating location within their assigned region upon request.
2. Compensating the State for the materials collected based on pricing established in Attachment A: Pricing Form.
3. Providing documentation to the Owning Agency within three business days post-pickup, including details such as Agency name, contact information, pickup address, date, net weight, vehicle tag number, and ticket number.
4. Supplying properly sized scrap metal containers (hoppers, roll-off containers) at no charge where necessary.
5. Ensuring all pickups occur within seven business days of notification that scrap is available.

Period of Performance
The initial term of the contract is one year from the effective date, with options for two additional one-year renewals at the State's discretion.

Place of Performance
Services will be performed across fourteen geographic regions in North Carolina as defined by the Department of Transportation.

Bidder Requirements
Vendors must certify financial stability by completing Attachment G: Certification of Financial Condition and comply with HUB participation goals as outlined in Attachment D: HUB Supplemental Vendor Information. Vendors must also provide at least three references using Attachment E: Customer Reference Form.
