Sourcing Event for Carbon Source Material and Delivery Services

Background
The North Carolina Department of Agriculture and Consumer Services (NCDA&CS) is issuing this Request for Proposal (RFP) to establish an Agency Specific Term Contract for the procurement of Carbon Source Material (CSM), including delivery.

The goal is to provide logistical support, including personnel and equipment, to manage the sourcing and delivery of CSM to production farms affected by mass animal mortalities due to natural disasters. The CSM may include wood mulch, sawdust, shavings, chips, and other acceptable materials as determined by the NCDA&CS Incident Management Team.

Work Details
The vendor will be responsible for supplying Carbon Source Material (CSM), which includes:
- Wood mulch
- Wood sawdust
- Wood shavings
- Wood chips
- Reduced vegetative storm debris

Additionally, the vendor must provide logistical support in the form of personnel, trucks with drivers, and other necessary equipment to facilitate the sourcing and delivery of these materials from various suppliers to affected production farms. The contract will also require compliance with various state regulations regarding financial stability, HUB participation, and background checks for personnel involved in the project.

Period of Performance
The initial term of the contract will be three (3) years from the date of final contract execution, with options for two additional one-year renewals at the State's discretion.

Place of Performance
The services will be performed within North Carolina, specifically targeting production farms that have experienced mass animal mortalities due to natural disasters.
