Smoky Hollow Park Redevelopment - Architectural and Engineering Design Services

Background
The City of Raleigh is soliciting Requests for Qualifications from qualified architectural and engineering firms with expertise transforming previously developed sites with a history of environmental contamination into new public parks with urban stream restoration; stormwater treatment; pedestrian pathways, boardwalks, and bridges; plaza features; and native plant landscapes. The site for the proposed Smoky Hollow Park is a 13.7-acre City-owned parcel, located north of downtown Raleigh near the intersection of Capital Boulevard and Peace Street. The project is currently at the conclusion of schematic design and has an approved schematic site plan in place to bring the project into advanced design phases. The selected design team will be expected incorporate all programmatic, layout, hardscape and landscape, stream restoration, and stormwater design elements, included in the schematic design, into the final design.
Site remediation design will also be a component of this project.

Work Details
The professional engineering services scope of work is anticipated to include developing design from the approved schematic design to 100%, existing utility coordination, local, state, and federal permitting including City of Raleigh Site Permit, USACE 404/NCDEQ 401 Permit, NPDES Construction General Permit, and NCDOT Encroachment agreement, hydrologic and hydraulic modeling to support design development, geotechnical investigations, internal city stakeholder and external stakeholder coordination, operation & maintenance plan development, incorporation of the remedial action plan into site design, pre-construction, and park construction phases, coordination with CMAR (Construction Manager at Risk), technical specification development, support CMAR during the bid phase, construction phase support, as-built drawing review and correction in effort to conform to the Project as finally constructed.
The total budget for this project is $19M.

The RFQ advertisement date was May 10th, 2024. The deadline for written questions was June 20th, 2024 at 4:00 pm EST.
The submittal due date was July 9th, 2024 at 4:00 pm EST.

Place of Performance
The geographic location for this contract is at the site of the future Smoky Hollow Park located at 1014 N. West St., Raleigh, NC 27603.
