Skyway Bridge HVAC Replacement and Rainwater Harvesting System Renovation at Nature Research Center

Background
The NC Department of Administration is issuing a solicitation for design services related to the Nature Research Center (NRC) located in the Downtown Government Complex in Raleigh, NC. The project aims to address significant issues with the HVAC system and rainwater harvesting systems at the NRC, which have been underperforming and require renovation. This is a re-advertisement of a previous solicitation.

Work Details
The project consists of two separate packages:

(1) Skyway Bridge HVAC Replacement, budgeted at $603,000. This involves replacing the existing chilled beam cooling system with standard ceiling-mounted fan coil units while utilizing the existing fresh air duct. The existing building automation will be expanded to accommodate these new fan coils, and modifications may include replacing the dropped ceiling and adjusting sprinkler heads and smoke detectors.

(2) Rainwater Harvesting System Renovation, budgeted at $863,000. This aims to restore two rainwater harvesting systems that were previously shut down due to design and operational issues. This work will address leakage from the cistern and may involve replacing filters and pumps, installing new piping and valves, updating controls for integration into the building automation system, and performing civil sitework modifications.

Period of Performance
The total project budget is $1,466,000 with funding sourced from the 2024-2025 Reserve for Repairs and Renovations. The solicitation was published on May 5, 2025, with a closing date set for May 20, 2025.

Place of Performance
The contract work will be performed at the Nature Research Center located in Raleigh, North Carolina.

Bidder Requirements
Firms must be properly licensed to practice Architecture, Engineering, or Landscape Architecture in North Carolina. Additionally, firms are required to submit three copies of their Letter of Interest along with three copies of their current Standard Form 254 (SF 254). Submissions should not include notebooks or binders and must adhere to specified formatting guidelines.
