The City of Rocky Mount is issuing this Request for Proposal (RFP) to promote neighborhood stability and preserve the existing supply of single-family homes by assisting moderate-income homeowners with necessary repairs.
The program aims to support homeowners through various repair services, ensuring that homes remain safe and livable.
Work Details
The scope of work includes but is not limited to the following services: HVAC repairs, plumbing repairs, carpentry work, painting and wallpapering, drywall and plaster repairs, floor coverings installation, electrical repairs, and roofing repairs.
Specific tasks may include replacing deteriorated siding, repairing front door glass, replacing deck boards and railings, installing new tub/shower units in bathrooms, conducting electrical checks, and ensuring compliance with local building codes.
The maximum budget for this project is as follows:
- Workforce/Urgent Housing Repairs: up to $20,000
- H.O.M.E Project Repairs: ranging from $40,000 (Non-Lead) to $50,000 (Lead).
Period of Performance
The contract period will commence upon award and is expected to be completed within a timeframe that will be determined post-award.
Proposals must be submitted by January 13, 2026.
Place of Performance
The work will be performed at various single-family homes located within the City of Rocky Mount.
Bidder Requirements
Bidders must comply with all applicable regulations including the North Carolina Renovate, Repair and Paint (RRP) Rule for lead-based paint activities.
Contractors must provide proof of RRP firm certification and renovator letter if bidding on properties built before 1978. Additionally, all contractors must be licensed in their respective trades (HVAC, plumbing, electrical) and are required to provide warranties for their work.
