Background
The City of Durham’s Stormwater Division of the Public Works Department is seeking services to perform environmental monitoring and analysis of samples in two streams: an Unnamed Tributary (UT) to Rock Creek and Stirrup Iron Creek. The goal is to address water quality concerns related to various pollutants, including volatile organic compounds, copper, and fecal coliform.

This project aims to enhance compliance with the City’s National Pollution Discharge Elimination System (NPDES) Stormwater Permit and improve overall water quality in these areas.

Work Details
The contractor will provide the following services:
1. **One-dimensional stream modeling for volatile organic compounds in UT to Rock Creek**: Develop a model summarizing existing water quality data, create a sampling plan, and deliver a final report documenting observations and analyses.
2. **Monthly water quality monitoring**: Conduct monthly sampling for chemical oxygen demand (COD) and dissolved organic carbon (DOC) at specified locations, with response sampling if illicit discharges are suspected.
3. **Regulatory information on hazardous-site regulations**: Provide expertise on applicable environmental regulations and develop a memo outlining these regulations.
4. **Public outreach meetings**: Facilitate two public meetings regarding water quality issues in UT to Rock Creek, including one presentation to Durham’s Environmental Affairs Board.
5. **Dissolved copper and fecal coliform hot spot identification in Stirrup Iron Creek**: Investigate pollution sources through sampling and develop strategies for improvement based on findings.

Period of Performance
The project is anticipated to occur over a two-year period, starting from the Notice to Proceed expected in April 2025.

Place of Performance
The work will be performed in the City of Durham, specifically focusing on the Unnamed Tributary (UT) to Rock Creek and Stirrup Iron Creek.
