RFQ PWC Water System Master Plan Update

Background
The Fayetteville Public Works Commission (PWC) is seeking the services of a qualified professional engineering firm to provide professional services related to the PWC Water System Master Plan Update. The PWC operates a public water supply system serving over 86,000 residential, commercial, and industrial users across approximately 1,376 miles of water main. The goal of this contract is to update the master plan for the water system, focusing on components such as water transmission, distribution, pumping, elevated storage, and ground storage. Water Treatment Facilities are excluded from this project.

Work Details
The selected firm will be responsible for the following tasks:

1. Document current water system infrastructure conditions and usage using available tools including risk assessments and customer meter data.

2. Project future water demand and wastewater flow using demographic data and planning information.

3. Coordinate with existing and prospective wholesale water customers regarding their future needs.

4. Confirm calibration of existing hydraulic models for both High Service Area and Low Service Area systems.

5. Update hydraulic models to account for growth projections over the next 10 to 20 years.

6. Perform necessary hydraulic modeling tasks to determine required system improvements for water quality and service levels over a 20-year horizon.

7. Prioritize system improvements and prepare conceptual cost estimates and timelines for infrastructure projects.

8. Document all findings in an engineering report with recommendations for medium-term (10-year) and long-term (20-year) improvements.

Period of Performance
The contract period will commence upon award in October 2025, with specific timelines for deliverables outlined in the project scope.

Place of Performance
The work will primarily take place within the Fayetteville Public Works Commission service area in North Carolina.

Bidder Requirements
Firms must demonstrate qualifications including experience with similar projects, provide evidence of insurance coverage (General Liability, Automotive, Worker’s Compensation, Professional Liability), and comply with MWDBE participation goals (6% MBE and 5% WBE). Firms must also register as vendors through the iSupplier Portal.
