RFQ - Harrisburg Park Synthetic Turf Conversion

Background
The Town of Harrisburg, NC is seeking a qualified company to provide design/build services for the conversion of two natural grass playing surfaces to synthetic turf at Harrisburg Park.
The goal is to utilize alternative design and construction methods to deliver a high-quality, cost-effective project that enhances community opportunities.

Work Details
The contractor will provide design, permitting, and construction services for the removal and disposal of existing grass fields and installation of artificial turf.
Key requirements include: conducting a site visit with the Parks and Recreation Director, evaluating subsurface soils, reviewing existing stormwater management permits, understanding field usage, employing experienced turf design professionals, identifying necessary regulatory permits, ensuring proper turf installation per manufacturer guidelines, performing compaction testing, and certifying construction standards.
The anticipated project schedule includes RFQ distribution on August 21st, 2025; submission deadline on September 10th, 2025; project start date on November 10th, 2025; and completion by March 9th, 2026.

Period of Performance
The contract will commence on November 10th, 2025 and is expected to be completed by March 9th, 2026.

Place of Performance

Bidder Requirements
Consultants must have relevant experience in similar projects and demonstrate financial ability.
They must provide evidence of licensure for professional Engineers or Architects in North Carolina.
Insurance requirements include general liability and automobile liability insurance with coverage of at least $1 million for personal injury and property damage.
Payment and performance bonds are required as per North Carolina law.
