Background
The City of Durham is issuing a Request for Qualifications (RFQ) to solicit Statements of Qualifications (SOQs) from consultants for On-Call Professional Services in Engineering and Data Collection for the period of 2025 to 2028.

The purpose of this contract is to provide essential engineering and data collection services that support the City’s transportation initiatives. The City aims to select multiple qualified firms across various program areas, including professional and transportation engineering, as well as data collection, analysis, and geodatabase services.

Work Details
The selected firms will provide services in the following areas:

1. **Data Collection, Analysis, and Geodatabase Services**:
- Traffic counts (hourly, bidirectional, and classification)
- Turning Movement Counts (TMC)
- Travel time/Speed measurements
- Bicycle and pedestrian counts
- Safety and crash data analysis
- Freight and truck data collection
- Parking data and occupancy surveys
- Transit data (APC/AVL)
- Land-use/Socio-economic/demographic data gathering
- Big data gathering and processing
- Other requested data as needed.

2. **Professional and Transportation Engineering Services**:
- Development review including traffic services, parking assessments, taxi cab regulations, etc.
- Engineering design, planning, contract administration, inspection/testing related to federally funded projects.
- Transportation planning including MPO planning/programming, feasibility studies, long-range plan development, etc.
- Parking studies and operational planning/modeling.
- Bicycle/pedestrian planning and design projects.
- Transit planning/engineering for capital projects.
- Stormwater services and NEPA/environmental studies.

Period of Performance
The Master Service Agreement (MSA) will be executed for a period of three years from 2025 to 2028.

Place of Performance
Services will be performed within the City of Durham, North Carolina.
