RFQ for Design and Engineering Services for Automatic Gates at Raleigh Transit Operations Facility

Background
The City of Raleigh, the capital of North Carolina, is seeking qualified firms to provide design and engineering services for the structural needs of two new vehicle automatic gates and one pedestrian gate at the Raleigh Transit Operations Facility located at 4104 Poole Road. This initiative aims to address ongoing issues with the existing gates, which have been problematic for over thirteen years, requiring annual repairs and adjustments. The City is focused on enhancing its infrastructure to support its mission of sustainability and innovation while ensuring efficient transit operations.

Work Details
The awarded firm will be responsible for:
1. Designing and engineering two (2) new vehicle automatic gates and one (1) pedestrian gate.
2. Addressing structural needs including electrical, mechanical, structural, site, civil, and geotechnical engineering aspects.
3. Ensuring compliance with Federal funding requirements, including adherence to the Davis Bacon Act and FTA’s Buy America requirements.
4. Collaborating with existing security systems provided by Vykon and Premier Commercial Security (PCS) to explore remote access capabilities for the new gates.
5. Proposing solutions to current challenges such as inadequate weight support leading to bending and bowing of aluminum components, slow opening speeds (less than 1.2 feet per second), alignment issues causing damage during operation, and a need for improved access control on the pedestrian gate.

Period of Performance
The contract will commence upon the City’s signature and will specify a completion date for all work outlined in this RFQ.

Place of Performance
The services will be performed at the Raleigh Transit Operations Facility located at 4104 Poole Road, Raleigh, NC 27610.

Bidder Requirements
Proposers must demonstrate experience with FTA-funded projects and comply with DBE participation goals set by the City of Raleigh's Transit Division, which has a target of 13% DBE participation. Additionally, firms must be properly licensed/certified by relevant authorities in North Carolina.
