Description

Background
The Town of Huntersville, North Carolina, is seeking statements of qualifications (SOQs) for consulting services to perform architectural, engineering, and construction administration services for the new Vine Park Project.
This park will be located at the northwest corner of Gilead Road and Hwy 115, adjacent to the Downtown Greenway and 760 Craft Works.
The project aims to enhance community recreation and aesthetics through various park amenities.

Work Details
The scope of services includes:
1. Site Visits: Conduct site visits to assess conditions and gather necessary information.
2. Schematic Design:
a. Regular meetings with Town Staff to finalize project scope and design opportunities.
b. Obtain a field survey including property boundaries, topography, built features, utilities, wetlands, stream buffers, natural features, and trees.
c. Conduct code and zoning research on safety, function, transportation, and accessibility; identify required regulatory agencies and permits.
d. Assess programming needs with staff and potential partners; prepare schematic drawings for review; attend design review meetings with written responses to staff comments.
3. Construction Documentation Services:
a. Prepare construction drawings and specifications; conduct reviews at 30%, 60%, 90%, and 100% completion stages; submit plans for permitting.
b. Prepare a construction cost estimate updated throughout the project lifecycle.
c. Coordinate adjacent park features such as walkways, fencing, lighting, and affected utilities (water, sewer, stormwater, electrical).
4. Construction Administration:
a. Attend pre-construction conferences; monthly progress meetings; review submittals and RFIs; approve pay applications; conduct punch-list inspections.
b. Provide digital as-built plans in AutoCAD format along with one sealed PDF set upon project completion.
c. Compile product information including warranties into a management plan for Town Staff use.

Period of Performance
The work is expected to commence within ten days of receiving the Notice to Proceed from the Town and will continue until all services are completed as per the contract terms.

Place of Performance
The contract will be performed at the Vine Park site located at the northwest corner of Gilead Road and Hwy 115 in Huntersville, North Carolina.

Bidder Requirements
Firms must be properly registered with the North Carolina Board of Examiners for Engineers and Surveyors to conduct business in North Carolina.
Additionally, firms must demonstrate experience with similar projects and provide proof of insurance coverage as specified in Exhibit B.
