Background
The Town of Black Mountain is seeking qualified professional engineering firms to provide engineering services for the Flat Creek Flood Mitigation Project, a priority initiative aimed at stormwater and flood risk reduction. This project is proposed for funding through the North Carolina Disaster Relief and Mitigation Fund (DRMF) 2025. The goal is to identify a firm with proven experience in delivering flood mitigation and stormwater infrastructure projects, covering all phases from survey and design to permitting, bidding, and construction administration.
Work Details
The project involves a coordinated set of improvements across three priority areas:
- FC-TRIB1-A (Portmanvilla Rd near Davis Dr)
- FC-TRIB1-B (6th St near Portmanvilla Rd)
- FC-TRIB1-C (7th St near Portmanvilla Rd).
Key planned improvements include:
- Replacing 10 undersized culverts with 15 larger culverts;

Firms must be licensed to practice engineering in North Carolina and demonstrate experience in stormwater/flood mitigation infrastructure.
