RFP for IT Modernization Evaluation Services

Background
The North Carolina Department of Information Technology (NCDIT) is seeking proposals for consultation services to conduct a strategic audit and independent verification and validation of the Division of Motor Vehicles' (DMV) ongoing IT modernization efforts.
This initiative aims to enhance the efficiency and effectiveness of IT services across state agencies, aligning with the agency's mission to optimize enterprise IT functions and improve service delivery to residents, businesses, and visitors.

Work Details
The awarded Vendor will perform an evaluation of DMV's IT modernization efforts, which includes:
1. Conducting an in-depth analysis of the plan for a cloud-based operating system and other updates;
2. Developing a proposed timeline with objectives for modernization;
3. Estimating when updates will improve customer service;
4. Assessing data security protocols;
5. Evaluating personnel management plans for implementation;
6. Analyzing the pricing structure for online services post-modernization;
7. Summarizing additional relevant factors;
8. Producing a comprehensive report by March 31, 2025, detailing findings and recommendations;
9. Engaging with stakeholders to establish a complete view of the project;
10. Creating specifications for future solicitations regarding third-party management of cloud implementations.

Period of Performance
The contract term is one year from the effective date, with an option for a one-year extension at the State's discretion.
The final report is due no later than March 31, 2025.

Place of Performance
The services will be performed in North Carolina, specifically involving collaboration with the NC Division of Motor Vehicles and Department of Information Technology staff.
