RFP for Development and Implementation of Interactive SNAP Training Program in North Carolina

Background
The State of North Carolina's Department of Health and Human Services (DHHS) is issuing this Request for Proposal (RFP) to solicit offers for the development and implementation of an interactive training program for the Food and Nutrition Service (FNS) program.
The goal is to enhance the training provided to state employees involved in administering the Supplemental Nutrition Assistance Program (SNAP), thereby improving the state's timeliness and payment accuracy rates.
The selected vendor will be responsible for analyzing current training needs, designing engaging training materials, and delivering these trainings both virtually and through webinars.

Work Details
The vendor will perform the following tasks:
1. Analyze and Define: Conduct an analysis of current training offerings, identify performance gaps, create a roadmap for addressing FNS training needs, and align with NC DHHS on high-priority content topics.
2. Plan and Create: Develop a learning experience that meets defined learning objectives, including behavior-based scenarios, knowledge assessments, and feedback mechanisms.
3. Deliver: Provide electronic training courses to be added to the state learning management system and conduct virtual training sessions.
4. Quarterly Quality Review: Conduct formal quarterly reviews to update training based on policy changes and continuous quality improvement feedback from stakeholders.
5. Optional Tasks: Evaluate and refine training modules or create new courses as needed during renewal terms.

Period of Performance
The initial contract term is one year from the date of final contract execution, with options to renew for up to two additional one-year terms at the discretion of the State.

Place of Performance
The contract will be performed in North Carolina, focusing on delivering training to county staff involved in administering SNAP.
