RFP: Comprehensive Disaster Recovery Management Services

Background
Henderson County Government is seeking proposals for Comprehensive Disaster Recovery Management Services to assist in managing federal disaster programs following Hurricane Helene. The contract aims to provide professional services related to Federal Public Assistance and Mitigation Assistance for the County and various activating entities, including municipalities, schools, and fire departments within Henderson County.

Work Details
The selected contractor will provide comprehensive disaster recovery management services on a unit-price basis, which includes:

1. FEMA Public Assistance (PA) Advisory:
- Develop systems for grant applications, project identification, cost capturing, and project close-out.
- Attend meetings with local, state, and federal officials.
- Provide expertise in federal regulations related to disaster assistance.
- Identify and resolve funding issues.
- Assess damage to public infrastructure and gather field documentation.
- Review data for eligible costs and assist in drafting required documents.

2. FEMA 404 Hazard Mitigation Grant Program (HMGP):
- Assist in identifying and developing hazard mitigation projects.

3. Financial and Grant Management Support:
- Advise on FEMA policies and track costs for reimbursement.

4. HUD Program Support Services:
- Provide support related to HUD Coronavirus relief programs.

5. Information Technology Support:
- Provide IT solutions that support disaster recovery program management.

6. Cost Recovery Plan Development:
- Develop frameworks for cost recovery activities associated with declared disasters.

Period of Performance
The contract will commence upon award on October 25, 2024, with services required as needed during the recovery period following the disaster declaration.

Place of Performance
Services will be performed primarily within Henderson County, North Carolina.
