Background
Union County, North Carolina, through its Information Technology Department, is seeking proposals from qualified firms to provide consulting services for an Enterprise Resource Planning (ERP) replacement project. The County has utilized Tyler Munis as its ERP solution for over 25 years, but it no longer meets the efficiency and reporting requirements of a modern local government organization. The goal of this contract is to evaluate and identify a new ERP system that enhances financial transactions, business processes, human resources management, budgeting, and performance measures.
Work Details
The selected consultant will provide a range of services including: conducting a comprehensive assessment of the existing ERP environment; facilitating stakeholder engagement; developing draft content for an RFP for ERP software and implementation services; assisting in vendor evaluation and selection; supporting contract negotiations; developing an implementation roadmap; and optionally providing client-side project management support during implementation.
Specific tasks include:
1) Project Management: Establish governance structure and communication plans.
2) Needs Assessment / Gap Analysis: Evaluate current systems and identify functionality gaps.
3) ERP RFP Development: Draft content for the RFP based on needs assessment.
4) Implementation Action Plan: Outline next steps for upgrading or replacing the ERP system.
5) Vendor Evaluation & Selection Support: Provide expertise during vendor demonstrations.
6) Contract Negotiations: Assist with technical guidance during negotiations.
7) Implementation Management (Optional): Monitor vendor performance during implementation.
8) eProcurement and Contract Review System Assessment: Evaluate current procurement processes and recommend integrated solutions.
Period of Performance
The anticipated contract start date is April 2026, with phased implementation beginning later in 2026 in alignment with the FY 2027 budget cycle.
Place of Performance
The services will be performed in Union County, North Carolina.
Bidder Requirements
Offerors must demonstrate at least 10 years of experience providing ERP consulting services for public sector entities in the U.S., including experience with needs assessments, RFP development, vendor evaluation, and contract negotiation. They must also provide at least five public sector client references involving similar projects.
