RFP 2025-046: Transportation Consulting Services for Union County, NC

Background
Union County, North Carolina, through its Human Services – Transportation Department, is seeking proposals from qualified firms to provide Transportation Consulting Services. The County aims to enhance its transportation services and ensure compliance with federal regulations set forth by the Federal Transit Administration (FTA). This contract will support the County's mission to provide efficient and effective transportation solutions for its residents.

Work Details
The selected firm will be responsible for providing a range of transportation consulting services, including but not limited to:

1. Compliance Audits - Conduct oversight reviews and assessments to ensure successful Triennial Reviews.

2. Federal Award Support - Assist with budget development during pre-award, grant writing, establishing federal award compliant policies and procedures, and assist with award reporting and close-out.

3. Ensure Policies and Procedures meet Federal Compliance across various areas including legal, financial management, technical capacity in program and project management, transit asset management, maintenance, procurement, Disadvantaged Business Enterprise compliance, Title VI adherence, Americans with Disabilities Act compliance, Equal Employment Opportunity policies, Drug-Free Workplace Act compliance, Drug and Alcohol Program adherence, Section 5307 Program Requirements compliance, Public Transportation Safety Plan development, and Cybersecurity measures.

4. Provide guidance on third-party contracting.

5. Assist in indirect cost recovery processes.

6. Planning, analysis, and implementation focused on improving public transit systems and addressing transportation challenges.

Period of Performance
The contract is expected to have an initial term of two (2) years with three (3) one-year renewal options at the County’s discretion.

Place of Performance
The services will primarily be performed at the Union County Government Center located at 500 N. Main Street, Monroe, NC 28112.

Bidder Requirements
Bidders must comply with all applicable state and federal laws and regulations related to the contract. They are required to have valid business licenses as applicable and must adhere to E-Verify requirements for work authorization verification of employees. Additionally, bidders should demonstrate good faith efforts towards outreach to Minority Businesses (HUB Certified), Small Businesses (SBEs), and Disadvantaged Business Enterprises (DBEs).
