RFB: On-Call Basis Asphalt Paving - Multiple Locations

Background
Carteret County Government is seeking bids for an on-call basis asphalt paving contract to support the maintenance of solid waste sites, parking lots, and park entrances throughout the county. The goal of this contract is to ensure timely and efficient paving services as needed, with the quantity of work being undetermined.

Work Details
The scope of work includes providing asphalt paving and related services such as grading, patching existing asphalt, liquid asphalt supply, milling, and pavement marking. Specific tasks include:

1) Mobilization;
2) Grading;
3) Liquid Asphalt Binder for Plant Mix;
4) Patching existing asphalt (various types);
5) Milling asphalt;
6) Incidental stone for aggregate base course;
7) Adjustment of manholes and meter boxes;
8) Thermoplastic and reflective paint marking lines.

The total cost for the contract shall not exceed $450,000.00 per contract period.

Period of Performance
The contract duration is from July 1, 2025, to June 30, 2026, with options to renew for up to four additional one-year periods.

Place of Performance
The work will be performed at multiple locations throughout Carteret County, North Carolina.

Bidder Requirements
Bidders must comply with E-Verify requirements as per North Carolina law. They are also encouraged to make good faith efforts to subcontract with minority-owned businesses. Additionally, contractors must provide proof of insurance including Commercial General Liability Insurance ($1 million), Automobile Liability Insurance ($1 million), and Workers’ Compensation Coverage as required by state law.
