Residential Property Repair Services: HVAC, Plumbing, Electrical, Carpentry, Roofing, and Related Trades

Background
The City of Rocky Mount is issuing this Request for Proposal (RFP) to promote neighborhood stability and preserve the existing supply of single-family homes by assisting moderate-income homeowners with repairs to their homes. This project is supported by the 2023-2025 Biennium Appropriation of the NC General Assembly State Grant.

Work Details
The scope of work includes but is not limited to the following services: HVAC replacement, plumbing repairs including installation of low flow water saver toilets, electrical upgrades including new service entrance and panel, carpentry work such as siding and roofing repairs, and installation of guardrails and handrails.

Specific tasks include:
- HVAC: Install a new energy-efficient gas-fired central heating and cooling package system, including all necessary controls and ductwork.
- Plumbing: Replace defective copper water supply lines and install new fixtures meeting international residential building codes.
- Electrical: Install a new electrical service entrance with a minimum capacity of 200 amps, ensuring all components are Energy Star compliant.
- Carpentry: Replace deteriorated soffit and fascia, install soffit ventilation, and ensure all painting meets high-quality standards using specified Sherwin Williams products.

Period of Performance
The project is expected to commence within 60 days from the proposal opening date on February 24, 2026.

Place of Performance
Work will be performed at various residential properties located in Rocky Mount, NC.

Bidder Requirements
Bidders must be licensed contractors in their respective trades (HVAC, plumbing, electrical) and comply with North Carolina's Renovate, Repair and Paint (RRP) Rule for lead-based paint activities. Contractors must also provide proof of insurance and bonding as required by local regulations.
