Residential Demolition and Reconstruction Services for Hurricane Helene Recovery in Western North Carolina

Background
The Department of Commerce, Division of Community Revitalization (DCR), is seeking proposals from highly qualified North Carolina licensed general contractors to perform demolition, rehabilitation, and/or reconstruction of single-family residential structures and repair and replacement of Manufactured Housing Units (MHUs) in Western North Carolina counties impacted by Hurricane Helene. The U.S. Department of Housing and Urban Development (HUD) has allocated significant funding for long-term recovery efforts following Hurricane Helene, which caused extensive damage in September 2024. This contract aims to address unmet housing needs resulting from the disaster.

Work Details
The contractor will provide services including:
- Demolition of damaged single-family residential structures.
- Rehabilitation of existing homes to restore them to safe living conditions.
- Reconstruction of new single-family homes based on site-specific requirements.
- Repair and replacement of Manufactured Housing Units (MHUs).

All construction must comply with local, federal, and state statutory requirements under the HUD Community Development Block Grant – Disaster Recovery (CDBG-DR) program. Specific tasks include ensuring compliance with safety standards, managing project timelines effectively, and providing necessary documentation for inspections and approvals.

Period of Performance
The contract will have an initial term of three years starting from the date of final contract execution. There is an option for the State to renew the contract for up to three additional one-year terms.

Place of Performance
The work will be performed in various counties in Western North Carolina that were impacted by Hurricane Helene.

Bidder Requirements
Vendors must be licensed general contractors in North Carolina or commit to obtaining such a license prior to entering into any contractual obligations. They must demonstrate at least five years in residential construction or equivalent experience. Additionally, vendors must provide evidence of financial stability, bonding capacity, and experience with CDBG-DR funded projects. Vendors are also required to maintain office space within the impacted area during the project duration.
