Request for Qualifications: Electrical Engineering Services for Electric Utilities

Background
The City of Elizabeth City Electric Utilities Department is seeking to contract qualified Electrical Engineering Consulting firm(s) to provide engineering and planning services. The goal is to execute recurring consultant service needs for multi-dimensional tasks covering a range of electrical engineering objectives, including design and construction oversight for distribution line modifications and extensions.

Work Details
The selected firm(s) will provide the following services:

1. Design work for modifications of delivery points as needed.
2. Modification of protection settings including relay testing.
3. Design work for various line extensions within Elizabeth's service territory.
4. Estimation work for 34kV design work as part of a multi-year conversion project.
5. NCDOT/line-conflict design work at the discretion of NCDOT.
6. Arc Flash and other safety studies in response to evolving standards and rules.
7. Annual updates to the Five-Year System Plan with potential ad hoc updates.
8. Review of SCADA, AMI, OMS, IVR, and related systems with advice on system purchases or integration.
9. Provide technical advice on distribution line and substation construction contractors and equipment selection.
10. Offer opinions on the status of the electric system and recommendations for improvements based on firsthand knowledge of the system and customer needs.
11. Review contractor work related to other services provided under this contract.
12. Assist in specifications for bids on major equipment such as power transformers, circuit breakers, relays, etc.

Period of Performance
The contract will be for a period of three years with an option to renegotiate annually thereafter for up to two additional years.

Place of Performance
The services will be performed within the City of Elizabeth City, North Carolina.

Bidder Requirements
Firms must be properly registered with the Office of the Secretary of State and with the North Carolina Board of Examiners for Engineers and Surveyors. Engineers performing the work must be registered Professional Engineers in North Carolina with good ethical standing. Firms must also provide proof of Professional Liability insurance coverage in a minimum amount of $1,000,000.
