Request for Proposals: Integrated Tax System Modernization and Implementation Services

Background
The North Carolina Department of Revenue (NCDOR) is seeking proposals for a modern Commercial-Off-the-Shelf (COTS) integrated tax system (ITS) to replace its aging Integrated Tax Administration System (ITAS) and ancillary tax processing systems. The agency's mission is to administer tax laws and collect taxes due to the State in a secure, efficient manner. This RFP aims to find a vendor that can provide a customer-centric, scalable, and secure ITS with minimal customization while demonstrating experience in similar modernization efforts.

Work Details
The selected vendor will be responsible for providing an integrated tax system that supports the following major capabilities:

1) Process Registrations, Returns, and Payments;
2) Manage Taxpayer Relationships;
3) Conduct Investigations and Audits;
4) Manage Collections;
5) Manage Disputes;
6) Manage Revenue;
7) Administrative & Technical Services;
8) Manage the Enterprise.

The implementation will occur in five releases by tax grouping as follows:
- Release 1: Tobacco;
- Release 2: Individual Income;
- Release 3: Sales, Use, and Corporate Taxes;
- Release 4: Freight Car Lines, Partnership Taxes Administered, Franchise Taxes;
- Release 5: Unauthorized Installment Paper Withholding, Insurance Substance Taxes, Sports Wagering, Estates and Trusts.

The vendor must also provide training programs for NCDOR staff and ensure compliance with federal accessibility standards.

Period of Performance
The contract will have a base term of up to six years including implementation and maintenance support following full implementation. The effective date will be established upon contract award.

Place of Performance
The services will be performed primarily at the North Carolina Department of Revenue's facilities or remotely as required.
